The older of XML's two generic labels, and the one with the scar tissue. Under RFC 3023 it defaulted to US-ASCII and ignored the encoding declared inside the document, which quietly mangled feeds and SOAP payloads for a decade. RFC 7303 repaired that: text/xml and application/xml are now processed identically, with the XML declaration finally authoritative. New services should still prefer application/xml or a specific +xml type — this one survives mainly in legacy configurations.
